Simone Dallamano put Brescia in front early on while Javier Pastore equalised midway through the first half for Palermo. Citadin Elder restored the home side's lead in the 28th minute and Andrea Caracciolo then converted from the penalty spot before half-time.
Federico Balzaretti reduced arrears with seven minutes remaining but Brescia held on for their first points of the campaign.
